William Penn statue atop Philadelphia City Hall

A bronze statue of William Penn by Alexander Milne Calder was installed atop Philadelphia City Hall in 1894. For decades an informal "gentlemen's agreement" kept new construction from exceeding the height of Penn's hat, a practice broken by the 1987 completion of One Liberty Place. The statue commemorates William Penn, the founder of the Province of Pennsylvania, and remains a prominent civic symbol.
