Houston "no zoning" claim

It is widely stated that Houston has no zoning, and it is true Houston is the largest U.S. city without conventional zoning ordinances. However, the city does regulate land use through deed restrictions, development regulations, building codes, and other planning tools, so saying there are no land-use rules at all is inaccurate.
