Tilted Arc (Richard Serra) - Federal Plaza

Tilted Arc was a site-specific public sculpture by Richard Serra installed in Federal Plaza in 1981 and removed in 1989 after public hearings and legal proceedings concerning its presence in the plaza. The 120-foot-long, 12-foot-high corten steel wall provoked debate about public art, site-specificity, and the rights of artists versus community stakeholders. Its installation and subsequent removal remain a frequently cited case in discussions of public-art policy and urban space.
