Green City, Clean Waters long-term investment plan

Philadelphia Water Department's Green City, Clean Waters program, adopted in 2011, is a long-term plan to reduce stormwater runoff and combined sewer overflows using green infrastructure. The plan targets installation of rain gardens, permeable pavement, green roofs, and tree trenches across the city and is funded as part of a roughly $2.4 billion, 25-year investment to meet Clean Water Act requirements. Projects under the program are documented in PWD reports and include both public-right-of-way and private-property interventions to locally capture and treat stormwater. The program is administered by the Philadelphia Water Department as the city's primary stormwater management effort.
