Westover Hills is an enclave inside Fort Worth

The incorporated town of Westover Hills is entirely surrounded by the City of Fort Worth and is not part of Fort Worth's municipal government. Westover Hills maintains its own mayor and city council and provides municipal services independently despite being geographically enclosed by Fort Worth. The enclave arrangement dates to separate incorporations and boundary decisions in the early 20th century.
