International Rose Test Garden upper terraces

The International Rose Test Garden, established in 1917 in Washington Park, contains upper terraces that look east over downtown Portland and the Willamette River corridor. The garden's elevated planting beds and viewing areas are frequently used by visitors and photographers to capture framed views of the skyline with Mount Hood visible on clear days. The Rose Test Garden is formally maintained by the City of Portland's Parks & Recreation department.
