City of Dallas Stormwater Management (MS4/IDDE)

The City of Dallas Stormwater Management program is administered by Dallas Water Utilities and operates under the city’s municipal separate storm sewer system (MS4) permit from the Texas Commission on Environmental Quality. The program includes an Illicit Discharge Detection and Elimination (IDDE) effort, public education, and storm drain stenciling and maintenance to reduce pollutants entering local creeks and the Trinity River. The program also oversees stormwater best management practices for construction and post-construction runoff within city limits.
