Columbia Boulevard Wastewater Treatment Plant – endpoint for combined sewer and stormwater flows

The Columbia Boulevard Wastewater Treatment Plant is the City of Portland’s primary wastewater treatment facility and is operated by the Bureau of Environmental Services. It receives wastewater and combined sewer/stormwater flows from large portions of north and northeast Portland. The plant is a primary endpoint for infrastructure built under the city’s combined sewer overflow control efforts (often referred to as the “Big Pipe” program).
