Tilted Arc (removed)

Richard Serra's site-specific steel sculpture Tilted Arc was installed in Federal Plaza in 1981 as a 120-foot curved wall bisecting the plaza. The work prompted sustained public controversy over obstruction of public space and was removed following a 1989 public hearing and court decisions. The removal itself became a landmark case in debates about public art, artist rights, and community input on federal property.
