James R. Mills Building

The James R. Mills Building, also known as the MTS Tower, is a prominent 120-foot governmental office tower located in San Diego, California. Completed in 1989, it serves as the headquarters for the San Diego Metropolitan Transit System and houses various County offices. Notably, the building is situated above the 12th & Imperial Transit Center, allowing trains to pass through its base. A striking 200-foot clock tower, gifted by Swiss watchmaker Ebel, enhances the plaza in front of the building. The structure symbolizes the revitalization of the East Village neighborhood and honors James R. Mills, a key figure in the establishment of the San Diego Trolley.
