William Penn statue atop Philadelphia City Hall

A 37-foot bronze statue of William Penn by Alexander Milne Calder crowns Philadelphia City Hall and was installed upon the building's completion in the 1890s. The statue is one of the city's most prominent civic figures and was intended as the building's architectural capstone. For much of the 20th century a informal 'gentlemen's agreement' kept buildings lower than Penn's hat until the 1987 completion of One Liberty Place broke that practice.
